How to find it

In the Control Room, where the stairs go down beside one of the long green-and-white consoles. The tape recorder sits on the ledge under the old monitor screen at the end of that console, about chest height above the lower floor.

Walk up to the tape recorder (within 1.5 m) and interact with it. Its light turns yellow while the recording plays, and you can play it again as often as you like.
